As part of the planning process, wind farms and large proposed developments often require an ES (Environmental Statement) to be produced by specialist consultants when an EIA (Environmental Impact Assessment) has been undertaken. An EIA is the process of identifying the potential impacts of the proposals. We provide these services for television, radio and other broadcast and telecommunications services. In a standard ES submission, this is often referred to as the Telecommunications Chapter or Electronic Interference Chapter. This assesses the impacts to all wireless technologies and often requires a baseline study of the pre-construction reception conditions to infrom the assessment.
In most cases, input is also required from mobile network operators and other telecommunication operators, and we ensure that full details of the proposed development are known to all consultees. Potential impacts and effects are subsequently identified and analysed, aiding the completion of the chapter. Chapters are written in any required technical style and to any provided chapter template. We also can scope out Telecommunications and Electronic Interference matters on professional judgement and assessment and provide scoping text.
We satisfy Part 5, Regulation 18 (Parts 5a and 5b) of The Town and Country Planning EIA Regulations 2017;
(a) the developer must ensure that the environmental statement is prepared by competent experts; and
(b) the environmental statement must be accompanied by a statement from the developer outlining the relevant expertise or qualifications of such experts.
We also review submitted ES chapters for local planning authorities. Whilst the majority of our ES Telecommunications work is conducted in the Greater London region, covering all London boroughs, we also can provide these services for any location in the UK, including for on-shore and off-shore wind farms.
